Resist it. Build all your HTML first — every section, every heading, every paragraph, unstyled and ugly. Then style the whole thing.
Why: styling as you go means you constantly redo work as the structure shifts around. And a page that's structurally complete but plain is far closer to finished than one gorgeous section and four empty ones.
